TWiki Meta Characters

Ultimately, I would like to see this at twiki.org.

The main purpose of this topic is to document (in one place) the meta characters used in TWiki.  A secondary use is to discuss changes & extensions to the meta characters.  I.E. to the shortcut syntax. 

If this ever did go to twiki.org, these uses would have to be separated.
